I was a filipina and currently here in malaysia,can i apply a tourist visa here in kuala lumpur, means no need to go back to philippines

In priciple, you can, but it will be the 60th anniversary of PRC soon, somebody said that some China embassies don't accept visa application in a third country any more.
The best way is to confirm this with the Chinese embassy or consulate whom you will apply for the visa from.
