I found that the Xibei Village is located in Changtai Town, Chengxiang District, Putian city. And, the Xinxian Town is located in Hanjiang District.0

Yes, there is a Xibei Village in Changtai Town. There should be one near the Xinxian town area as well. I believe that's the one. I could see its name (as well as the one in Changtai) on the goggle map but no details.I believe it is a common name; it just mean north of a brook/river/stream.I was hoping that someone know something about/could confirm such a village.0
