Hello Ser/Madam.I am Japanese.Can I apply for travel 3month or 1month F-visa, in Paris?Also Can I get visa on 31Sep, if I apply for on 31Sep?

Japanese can apply China visa from the Chian emabssy in Paris. You can get the visa the same day you submit the application, but you have to pay additional fees for the express service.

I'm sorry to inform you that it will be the China National DFay Holiday and the Mid-autumn Day Fesitival from oct 01 to Oct 08 when the embassy will be closed.Meanwhile, Ms. shino, there isn't Sep 31 actually.
