some people in my group will need to catch the 11am train to Beijing after the cruise end at Tianjin. Do you think that is possible since we disembark at 9am?

Although there are several trains available from Tianjin to Beijing, time is not enough for you to connect your 11am train. Sometimes the cruise ship might be delayed because of unforeseen reasons, such as weather and etc. From Tianjin Port to the railway station also needs about 1 hour time without traffic problem. It seems too tight to meet your schedule. I suggest you take a noon or afternoon train instead.
