About:Chinese Embassy in Australia

Hi,
I recently applied for a tourist China Visa in Kuala Lumpur. I am an Australian resident staying here in Malaysia on a tourist visa. The lady at the embassy told me I was unable to obtain a Visa because I was only visiting Malaysia on a tourist visa and that I should go back to Australia to obtain a China Visa. Apparently these are new regulations but I was unable to find out any information about this. Could you kindly shed some light on this?

The China visa may be difficult to apply for, since it will be the 60th anniversary of the People's Republic of China soon.
