Is that policy on visa still enforced? I heard they do not give visa at the border since january, 2009. How long does it take to get a visa at Louhu?

I applied my 2-day trip visa to Shenzhen in March, 2009. However, the policies changes from time to time, you can call them to confirm this.
Phone number: 86 755 8232 4022.
If they do issue visas, it will just take about 30 minutes to get a visa, but there is always a long line outside of the office.
