There is no free shuttle bus from HK airport to the hotel. I think you have made a misunderstanding. The free bus listed here only could be used for passengers who travel between HK Airport and downtown area by Airport Express. And, all of these buses are only running between the Hong Kong/Kowloon Station of Airport Express and the designated hotels.

For your transportation, you could take the Airport Express (90HK$)to Kowloon and then take the free shuttle bus K4 to Empire Hotel. Then, please walk down to your hotel.

Please take the bus No. A21 from the airport and get off at the 13rd station at 82- 84 Nathan Road near Tsim Sha Tsui Station (Exit B1). Then, you could walk to the hotel in 10 minutes. The fare is just 33HK$.
