About:Embassy & Consulates of Singapore in China

I have enquiry about scammer in china.
I bought a Apple Iphone from one of the supplier there,i made the payment by Western Union.They told me that i can receive my phone after 3 working days and they give me a false tracking number(send by EMS)but i have not receive my phone as promise till today.I tried to call them but there is no answer and they appear offline on MSN.I have the details of the person who make the sales.Now i want to know what am i suppose to do to make this scammer arrested and get my money back?I really hope you can help me deal with them.This is the details about the scammer-

I feel that you have been cheated and you may not get your money back again. So learn the lesson from it and be careful next time when purchase things through internet.

Even if i don't get the money back,its ok for me but now i want to know can't you guys do something about your people!!It is so shameless that your people do this to us.I want them arrested and face the law!
