About:Chinese Embassy in U.S.A.

I just visited China about three weeks ago. I had a single entry Tourist Visa. Now I would like to return to China for another week. I applied for a second Visa and, it seems the requirements have changed. I submitted a letter from my employer, a photo copy of the first two pages of my passport, a copy of the Chinese Visa, and a Visa application. I paid 500 SAR. I was told to pick up my passport today. When I got to the Consular Office, they said they couldn't issue the Visa without a letter from my U.S.Embassy. The U.S. Embassy doesn't provide these services. What has changed since my last tourist Visa one month ago? Please help me. I want to see my fiance.
