You should have an offer before you apply for the visa. Filipino citizens don't need a visa to macau for 30 days, so you can go to Macau to find job firstly and then apply for the work visa.

It is easier for you to find a job in Macau in person than that on ther internet, so you can just go t oMacau to find the job and get the necessary documents from your employer and then go back to Philippines to apply for the work visa.
