About:Embassy of Lebanon in China

Hi, I am a Vietnamese citizen in South Korea, I would like to go to Lebanon but the Lebanese embassy here is very small and does not give visas to non-koreans. I was wondering if the Lebanese embassy in China will give visas to foreigners, how long it will take and is it very difficult?
