Is it alright for a woman to shake a man's hand?

In most occasions, women and men do not shake hands with each other. But in business occassions, they do shake with each other. If you want to shake hands with somebody you need to put your hand out first as it is impolite for a men to put his hand first to a woman. That is to say the woman has the right to decide shake or not,
