Dear sirs,I'm an Iranian citizen who reside in Malaysia under Malaysia My Second Home now. I'd like to know the procedure for obtaining visa to China in Dec. 2009.

May I know what will you do in China? You can apply for the visa from the China emabssy in Malaysia, but the required documents are different according to your travel purpose.
