About:China Student Visa

I am an Irish student living in Venezuela, i have applied and paid for a 3 month mandarin course in Shanghai, I would like to know if it is possible to obtain a Chinese visa not being in your own contry, exampple , can i apply for my CHinese visa from Venezuela on my irish passport?
