Hello there, am intending to visit Taiwan from 17 ~ 27 Sept this year. Am thinking twice now, cos according to my friend, news reported that typhoons are destructive to the extend that hotels are sealing their windows with heavy duty tapes.Not too sure if i should book my air tickets now. Is 17 to 27 Sept a favourable weather for travel to Taiwan?

Yes, Taiwan is now suffering from Typhoon. It is still possible to meed typhoon there in Septembet. October is better choice, indeed. You can think about it for the third time, perhaps. :-)
