I am Indian citizen We have service conference in China from 30th Aug to 6 Sept. Please let me know the procedure How to apply for China Visa & What are the documents required.
Further I will travel to Singapore for the same reason so is it possible to do so & If yes what is the procedure?

You can apply for the China visa from the China embassy in India and apply for the Singapore visa from the Singapore embassy in India.
