Please!

I have been trying to get in contact with the Notarization & Authentication office but i haven't got any call answered yet, I have to be sending a important document to the police in China and i want to know what step should i take, i want to know if when my notary finish writing the letter i can bring straight to the Chinese Embassy and the embassy will stamp it for me so i can send to China, or if there is any other procedure i have to take? all i need to know is this, because i need to send this letter as soon as possible to China.
