Hi,
Are there buses going from Longgang District in Changnan County to Jinan City?

No, you should get to Wenzhou first. The new south bus station of the city has buses to Jinan, but it need about 16-18hours. So, suggest you take train. Although it need 21 hours, but it is comfortable. Or, you can fly to Jinan from Wenzhou. Well, the ticket is expensive. Good Luck~
