I'm a student in a university in China with F visa, i want to study for another semester, can they change into X visa in the Mainland?

Please ask the university staff who knows the procedures. If the university is helpful, you can get a X visa in the mainland, otherwise, you have to go out of mainland and apply for X visa in your own country, in Hong kong or Macau.
