As far as I know, there isn't any China consulate in Aosaka, you have to apply the visa either from the Chinese embassy in Tokyo or from any ot the consulates such as Kanagawa, Chiba, Saitama, Nagano, Yamanashi, Shizuoka, Gunma, Tochigi, Ibaraki, Niigata, Fukushima, Miyagi, Yamagata.

It usually takes 4 working days to issue a visa.

You may apply for a China transit visa with the following documents:
1. Your passport with blank pages and at least 6 months validity left before expiration.
2. A truly and completely filled application form affixed with a passport-sized photo.
3. The air ticket to China and the onward air ticket ti Thailand.
4. A certificate photo (4cm X 3cm).
