About:Chinese Consulate in Vancouver

My mom just got her visitor visa to Canada.
Issue date is 08 July 2009
Expire date is 07 Jan 2010

Does this mean: "She has to enter Canada before 07 Jan. 2009" or " or "She has to leave Canada before 07 Jan 2009?

It means she has to enter Canada before the expire date 07 Jan 2010.

There should be duration on your passport written by the ambassador just near the stamp.
