how about many degree around mid - oct? i would like to visit during around 10degree.
which is the best time to go around the temperature 10degree

Around 10C, that should be the winter in Taipei. It is rainy and cold that time. So, I recommend October - November. The weather is find and the temperature is comfortable, around 20C. That is just average temperature, so it depends.
