About:Chinese Consulate in Vancouver

i have a expired china passport and my permanent resident card is on it's way. My daughter is getting married in hawaii in september i would like to attend however i cannot get my passport until i get my permanent resident card. Is there any way to speed up the process for the China passport? And how long will it take to get one?
