Hi, i'm going taiwan during mid nov.

is it cool at taipei at this period of times?

heard tat alisan will be very cold at this times.

It is not cold and the average temperature of this period is around 23C. Yes, it is a bit cold in Alishan in November, but it is not a big problem. There are still visitors would like to be there at that time and the sunrise is beautiful at Nov to Dec.
