You can apply the China visa from the Chnese embassy in singapore. You can just go to the embassy with the requirements to apply for it. A normal visa application takes 4 working days. The fee of a single entry visa is SGD 50.

You can entrust someone else to apply for the visa for you. When you submit the application, the clerk in the embassy may checck the validity of your passport and leave a copy of it, you may take youe passport back after that.
