I am a Chinese citizen who is traveling to the United States on a US Visa. When I return to China, the flight I want to take has a 2 hour layover in Tokyo. Can I land in Tokyo without a Japanese Visa, or do I need a special Transit Visa for the layover?

The shore pass can be issued to you on the airport. But the decision is subject to the airport officers.
