About:China Tourist Visa

I am a seafarer in an International Cruise ship. My wife is joining with me in Tokyo, Japan. She will sail with me in several ports of Japan, South Korea, Dalian, China. She will dis-embark on the second day of our stay in Shanghai, China to fly direct to Philippines. My inquiry is, does she needs to get a tourist visa in the Philippines or she can get a tourist visa upon our arrival in Dalian, China? Many thanks.

Yes, she needs to get a tourist visa in the Philippines before departure. She can't get a visa upon arrival in Dalian. The China visa is only issued to aliens who are in emergencies. Please see the situations for visa-on-arrival https://www.travelchinaguide.com/embassy/visa/service.htm
