About:Guangzhou Baiyun International Airport

I will be in Guangzhou for one day in August... noon to 10a.m. the following day. I am American and don't want to pay the extremely high visa fee for just one afternoon in the city. Can I stay at the hotel or leave the airport at all without a visa?

You are American passport holder. right? If yes, you should have the connetion flight ticket if you want to stay in Guangzhou for less than 24 hours. But what a pity! If you want to go out of the airport, you must have the visa.
Only one situation for overseas tourists doesn't need a visa. If he or she goes to Guangzhou (or other cities in Guangdong Pearl River Delta area) from Hong Kong and Macau by the travel agency in Hong Kong or Macau, you can stay in Guangzhou for less than 6 days without a visa.

Ps: In China, as I know, only Shanghai allows American passport holders to stay in the city for less than 48 hours without a visa.

Seems you couldn't since the hotel is out of the closed area.
