About:Chinese Embassy in Japan

I'm a Hong Kong citizen living in Japan. I have a BN(O) "British National (Oversea)" passport. I'm going to marry a Japanese citizen in Japan. Wonder if I should go to China Embassy or British Embassy for the paper work. Many thx.
