I am going as a tourist to china in septemebr. If I get my tourist visa in India, can I get a Tibet pass in Beijing?

yes, you may get the Tibet Entry Permit in the Branch office of Tibet Travel Bureau or through an authorized travel agency of China when you in Beijing.
