About:Passport

My parents in law apply the US green card and will do interview at coming August. We just find out that their passport is expired in May. Is it a problem for green card apply? Also we checked the China embassy for passport renew, but they said that they need Green Card to do that, otherwise we need to fill out a form of "illegal stay in U.S.", it scared my parents in law a lot. Is it a dead cycle for this problem?

It is already July, your parents' passport have been expired for nearly 2 months, they may be fined or even give heavier punishment. You'd better go to the Chinese embassy in person to ask help.

Your parents should have their US visa or some other things to prove that they have been staying in the US legally. Are they conditional residents? If so, they should each have a card from US immigration office, which should have 2 years validation. You need to make copies of that cards for renewing Chinese passport. It is advised that you contact Chinese visa office first. Please go to their website and find more information.
