About:Chinese Embassy in Singapore

I am a singaporean going to Shanghai on 18/7/09 for 10 days to visit my sister who is working there. Do I need a visa to visit? If I need then how do I go about applying for it and the time involved and the fees?

Singaporeans are free of visa to China for less than 15 days.
