why would two telephone numbers in yangzhou city be identical except one has the digit

Why would two telephone numbers in Yangzhou City be identical except one has the digit 8 immediately following the 514 area code, but the other does not.  The number with the 8 has a total of eight digits after the area code, the other number has only 7 digits after the area code.

Hi, in the past, the telephone number of yangzhou is 7 digital excluded the area code. However, in 2007, the goverment has made some adjustment. For each number, there is a 8 added in front, thus all the numbers are eight digital. SO that's why there are two idential number except one has the digital 8 in front. The one with 8 in front is the new number and the other is the old one. Use the new one please. Understand?
