Your family members can apply for a multiple-entry visa. They both hold Z visa and residence permit, right? They can use the residence permit to apply for a multiple-entry visa either within mainland China(Chinese public security bureau entry and exit administration office) or outside China(in the Chinese embassy or consulate in your country).
