About:Chinese Embassy in Canada

Hi, my daughter is only 4 years old, canadian citizen and she visited Philippines May 2009 with my mom. But my mom don't want to go back for now in Canada because of some business matters she needs to do, i need my sister to accompany my daughter before September school start here. My sister got denied first time she attempted to apply as tourist, should we re-apply and say that she really needs to accompany my daughter back here in canada? is there any best advice that we need to do because i am scared that no one can bring my daughter back here in Canada. Can you send me a sample of letter so that Canadian immigration will be satisfied that my sister will accompany my daughter back. Do you have any idea how much show money she needs to provide? I included ticket Itenirary for 3 months and even travel insurance but she was denied. Should i change her ticket to 2 weeks only? Please help me what to do. Thanks.
