About:Chinese Consulates in India

Is there third possibility to travel from Lhasa to Gangtok(Sikkim)? I mean by road across border Nathu La. Is it open for travellers too? Or only for cargo-transport. If its open what is better way to get there from Lhasa? is there bus service?
