What do you mean by this? For Philippine passport holders, no visa is required for Hong Kong if your stay is not exceeding 14 days.

Hi,

A friend of mine (a Filipina) went to Hong Kong from Singapore and she was asked by immigration officials in Changi for a SGD 2,000 show money since she does not have a credit card. The officer told her that this is a new rule. Is this true?

It is just the usual policy that Philippine holders don't need visa for visiting Hongkong within 14 days, but there may be some special requirements. If you want an exact answer, you have to contact HKSAR.
