About:Apply for China Visa in a Third Country

While making application for VISA, the Travel Agent says that I need to submit a Bank statment confirming the balance of Rs. 150,000 in my bank. My question :
1. Whether this requirement is from Chinese Consulate. 2. This amount is a big amount in India. Do China welcome only rich to thier country ?

The latest bank statement is to prove that you have enough amount of money to cover your expense during the whole trip in China.
