To your questions No.1 and No.2,
The visa regulation states that Chinese nationals who live abroad can visit Hong Kong without visa for transit purpose for up to 7 days. Since she is a Singapore PR, I assume there is no problem for her return to SG. (3) She can visit HK without a visa by presenting her onward ticket to Shanghai and she can stay there for 7 days.
