About:Chinese Embassy in Japan

Hello,
I am an American currently living and working in Fukui Prefecture (for over a year). I want to go to China in September and was hoping I could get a visa in Japan rather than having to apply through an American company. However when I looked at the website it says the consular district includes only about 10 prefectures, Fukui not being one of them. Does this mean I can't apply?

You should go to the Consulate-General of the People's Republic of China in Nagoya to apply for the Chinese visa.
