About:Chinese Embassy in Singapore

My mum (Singaporean) is currently in Shanghai with me. She'll be travelling back to Singapore on 12 June and would like to return to Shanghai for a month on 15 June. Applying for a visa in Singapore seems not possible as she'll only be back in Singapore for the weekend. Is it possible for her to apply for visa when she is in Shanghai?
