About:Chinese Embassies and Consulates

My relative is holding a multi-entry visa in Singapore, she is holding PRC passport. Her daughter and son-in-law is living in Singapore holding employment pass. The family would like to visit Japan and plan to bring her together,what is the procedure if she apply Japan Visa from Singapore?
