No need to negotiate, it is metered. Just choose good-looking and reliable cab with clear 'Taxi' sign. Generally speaking, Shanghai taxi is canonical. No exception for some long routes that allow price negotiatioin. From the airport to East Nanjing Rd will cost you CNY150 for 40 km. Good Luck.
