About:

From July 1, all the hotels, guesthouses and hostels in Changsha will not provide visitors with free articles of daily use such as toothbrush and toothpaste. Instead, visitors need to pay for these one-off daily necessities in use.

I was there in March/April and these were all provided by my hotel - Carey Hotel on Jiefang Lu. Good hotel at a reasonable price.
