Hi im doing a change over time essay between tang and ming with mongols as a turning point. Was ming unstable,decentralized?which was more advanced?

Compared with tang dynsty, ming is a litte unstable, decentralized and less advanced.  But from the perspective of the whole history, Ming is a relatively advanced dynasty!
