I know there is a Bilingual School located in the Economic & Technological Development Zone, Qinhuangdao. However, I think it is much easier to find a good quality international school in Beijing, very close to Qinhuangdao.
As for the parcel, just need a valid mailing address in Qinhuangdao. You could send it through your local post office in Malaysia.
