You can apply for the visa in Singapore. Sure, the embassy will hold your passport when processing the application. The visa pages are in your passport. You should submit these documents:
1. Original passport, which must have at least 6 months validity left
2. a completed visa application form with a passport-style photo
3. confirmed hotel booking and two-way air tickets
4. Singaporean residence permit
