About:Chinese Embasy in Ireland

A Ph.D. student of mine is going to China for a conference and to visit a friend - he'll need a F visa.
But he is Polish resident in Ireland and the Chinese Embassy website says he has to show his work and residence permit - but as a EU citizen he does not require those to live and work in Ireland - what should he do ?

Just make a call to the visa officers. Does he hold a document which is similar to a residence permit of Ireland?

The nearest he could get is an official letter from the Universtiy stating he is a full-time registerer Ph.D. student here.
