About:Chinese Embassy in Philippines

I want to inquire on how to register my birth certificate? What are the possible barriers while applying?

My parents are both chinese, holding HK British Passport, they also have permanent resident permit here in Philippines. I was born here since 1985 but failed to register my birth. Can I still apply for my passport and ID? Thanks.
