I will be arriving Hangzhou airport and plan to go to Taicang, please advise what is the best method and approximate cost.

There is no railway between Hangzhou and Taicang. You can not go there by train. I think you can take the hangzhou airport bus to go to the downtown of Hangzhou and then take a coach bus at Hangzhou bus station to go to Taicang.

Ms Yuan,

Thanks for the info. You are right there is no train from Hangzhou to Taicang. What I did is take a taxi from Hangzhou to Taicang, it cost me ~ RMB 1600...expensive.
